HighLevel SaaS mode: pricing, obligations, and the second business

SaaS mode lets an agency on the Agency Pro plan sell HighLevel to its clients as a subscription under its own brand, with automated account creation and rebilling of usage. It creates a second business, a software subscription business, whose costs are your plan, your clients' usage, and your time as their support desk, and whose main ongoing risk is a client cancelling.
What plan it requires
SaaS mode is a feature of Agency Pro, $497 a month or $4,970 a year, as at September 2026. It is not available on the Starter or Unlimited plans. See plans for the full comparison across all three tiers.
What it automates
SaaS mode automates two things a manual reseller setup would otherwise require by hand: creating a new sub-account and its users and permissions when a client signs up, and dunning management, meaning locking out an account automatically when a client's payment fails. Setup runs through three steps on HighLevel's own side: connecting Stripe to the agency account, building subscription plans in the plan configurator, and creating a signup page with payment built in. How rebilling works
The agency's Agency Wallet is charged first for a client's usage, phone, email and AI, and the client's sub-account is then charged for that same cost. On Agency Pro, the agency can apply its own markup on top of that cost. Two costs are stated by HighLevel as pure passthrough with no markup allowed regardless of plan: A2P 10DLC carrier registration fees, and the underlying carrier message fees themselves. What it costs the agency per client
Beyond the Agency Pro subscription itself, each client sub-account carries its own costs: any add-on turned on for that sub-account, such as the branded client portal app at $49 a month, and any per-client phone registration fee, as at September 2026. Those figures are in add-ons. None of this is optional overhead; it is the real cost structure behind every client you provision.
The obligation that does not automate
Automated provisioning handles the technical setup of a new client account. It does not handle what happens when that client's automation misfires, their sending domain is not warmed, or their team cannot find a setting. You are the support desk for every account you provision, and a client leaving is a cost with no line item, since it is revenue that stops arriving with no fixed cost that stops alongside it.
When to consider it, and when not to
Consider SaaS mode if you already have paying clients on retainers, someone dedicated to answering their support questions, and a price that covers usage cost plus your own time, not just the subscription. Do not consider it before that is true. It is not the right structure if the aim is software revenue without a service relationship behind it; the support obligation does not go away because the setup is automated.
