Unlimited removes the sub-account cap and adds rebilling of phone and email usage, at $297 a month or $2,970 a year. Agency Pro adds white label reselling and automated account provisioning, at $497 a month or $4,970 a year. One business belongs on Starter. A small agency belongs on Unlimited. Only a business reselling the software under its own brand needs Agency Pro.

The plans differ on three things, not on features

The core feature set, CRM and pipelines, calendars, funnels and websites, workflows, courses and memberships, payments, reputation and the social planner, is the same on Starter, Unlimited and Agency Pro. What changes as you move up is the number of sub-accounts you can run, whether you can rebill usage to clients, and whether you can resell the platform under your own brand. A business shopping the plans by feature list rather than by these three things will overpay for a tier it does not need.

Unlimited removes the sub-account cap and adds two things Starter does not have: rebilling of phone and email usage at cost, with no markup, and Basic API access. This is the plan for a small agency running several client accounts, or a business that wants to pass its own usage costs through to a client without marking them up. Email rebilling on this plan works only through HighLevel's own sending service, at a fixed 1.05 times multiplier, as at September 2026.

Agency Pro (SaaS Mode), $497/month or $4,970/year

Agency Pro adds SaaS Mode: automated sub-account creation, rebilling with your own markup instead of a fixed multiplier, agent-level reporting and Advanced API access. This is the plan for a business reselling HighLevel under its own brand as a second product, not simply for running client marketing. Enterprise

Enterprise is quoted directly with HighLevel rather than published on the pricing page. As at September 2026 it adds a dedicated account manager, custom development, a dedicated support channel, HIPAA compliance, the white-label mobile app, and quarterly business reviews. When to move up, and when not to

Move to Unlimited when a fourth sub-account is a real need, not a hedge, or when rebilling usage to a client matters to your margin. Move to Agency Pro only when reselling the platform under your own brand is the plan, because that is a second business with its own support obligations, not a feature you flip on. A common mistake is buying Unlimited "to be safe" for one business that will only ever use one sub-account; Starter's cap is 3, and most single businesses never approach it. The mirror mistake is an agency that grows past that cap without noticing: we have watched an agency running eleven client sub-accounts try to make that work inside a plan built for three, which is the boundary Starter exists to enforce, not a bug to route around.

What is not limited

Contacts and users are unlimited on every published plan, Starter included, as at September 2026. The plan boundary is sub-accounts and reselling rights, not the size of your list or the size of your team. A business that has outgrown its contact count has not outgrown Starter; a business that has outgrown three sub-accounts has.
